Property Tax Reform?
The Texas legislature is considering a change to the cap on appraised values set by county tax appraisal districts. Several proposals caught my eye. The first is the proposal to limit the annual increase in the appraised value to 5% instead of the current 10%. This would only apply in areas in which voters pass a local increase of .5% in the sales tax. Something has to cover the lost revenue and it would be the sales tax. Another proposal I found interesting is the one that would require the disclosure of the purchase price of a property by the owner if the owner could not justify to the appraisal district a correct valuation. Currently, the appraisal districts have a hard time with a lot of commercial property and high-end residential property valuations because sales prices are not public. I don't mind having to justify a value, but I don't like the idea of making the purchase price public.
